Shanghai unemployment insurance scheme was initiated in 1986 and was amended in 1995 and 1999 respectively. The existing benefits include unemployment benefits, unemployment relief, medical subsidies, maternity allowances and bereavement allowances etc.. The benefit standards favor those above middle-aged and with longer seniority. Once the unemployed is reemployed, the unclaimed benefit period and remaining contribution years can be saved up for next time, which greatly promotes the unemployed to seek jobs.
The 1999' rules stipulated that the unemployment benefit entitlement period was determined by the duration of contribution prior to the unemployment. The accumulated years of contribution is more than one year, but less than two years, then the unemployed is entitled to two-month benefits; Every one more year of contribution earns additional two-month benefits, so on and so forth, but the maximum entitlement period shall not exceed 24 months for one time.
