Shanghai Municipal Labour & SociaI Security Bureau
  Shanghai Municipal Labour & Social Security Bureau (SMLSSB) is one of the departments of Shanghai MunicipaI People's Government. Its main functions as follows  
  Drafting and carrying out relevant rules and regulations governing labour and social security Administrating adjustment on labour relations; guiding, adjusting and regulating the labour contract mechanism and administration on collective bargaining and collective agreements; guiding the enterprises to implement the system of working hours, rest and vocations and policies of special protection for female and juvenile workers, managing the welfare work of the enterprises  
 
Formulating and carrying out the labour and social security development plan in the Municipality  
Administrating human resource and employment work; formulating plans and projects for employment promotion and labour market development, organizing the establishment and completion of employment service system; administrating employment and employment service organizations for aliens and personnel from Taiwan, Hong Kong and Macao, and the transient workers in Shanghai; drafting and carrying out relevant employment policies and regulations  
Macro- controlling wages of the enterprises, drafting and carrying out policies on the reform of enterprises' wages distribution and adjustment on the total amount of wages; guiding the enterprises to distribute wages rationally; lssuing guideline on wage levels; setting the standard ofminimum wage, regulating the wages' payment of epterprises
 
   
Managing the occupation classification, skills testing and developing skills standards: being responsible for the administration on the vocational training organizations and occupational qualification certificates  
Managing the social insurance funds, establishing and completing the mechanism of social security ,drafting and carrying out relevant policies and rules on social security
 
Administrating the labour disputes arbitration, carrying the rules and regulations and labour disputes resolution; carrying out labour inspection
Mapping and administrating the socialized service network of labour & social security; setting the standards for the network services
