The Minimum Wage
   
  In June 1993, Shanghai started to experiment minimum wage system. In 1995, the Municipal government promulgated the Rules on the Minimum Wage for Workers in Enterprises, symbolizing the establishment of the system in Shanghai. In 2002, the minimum wage of Shanghai is 535 RMB. In August 2001, the minimum wage standard of part-time workers was also established. The existing hourly minimum wage is 4RMB
Wage Level Guidance
 
Wage Level Guidance was initiated in 1997. On the basis of research, Shanghai Labour & Social Security department issued guidance wage levels for certain trades and positions to orientate the rational flow of labours. In 2002, the wage level guidance involved 50 sectors and 640 positions
Labour Inspection

Since the promulgation of the Labour Law of PRC in 1995, labour inspection has been carried out in Shanghai. Recent years have witnessed labour inspection playing a very important role in protecting the legitimate rights of both the employer and employee, as well as guaranteeing smooth development of the labour market.

Eastablished on February15, 1998, the labour inspection organization in Shanghai is now composed of Shanghai Municipal Labour inspection Team and 19 Labour Inspection Teams at district and county level, totaling 349 full-time labour inspectors.

Since the establishment, Shanghai Municipal Labour Inspection Team, focusing on regulating labour market, has kept strengthening the labour inspection, particularly investigation of allegations and special inspections on the important trades and districts. In 2002. Shanghai labour Inspection Teams have received and handled 13,000 complaints, inspected 20958 units, organized special inspections 10 times and found out nearly 7372 units violating rules and regulations on labour &social security, which accounted for 35% of the total units being inspected.
