Factory workers complain about 150 hours' overtime

AFTER staff complained about working more than 150 hours' overtime every month, Qingpu District Labor Inspection Team has launched an investigation at Shanghai Jiaguo Packages Co Ltd.

Workers at Jiaguo filed complaints to Laodong Daily's hotline, saying more than 60 employees worked about 150 hours' overtime a month. Work records showed almost every worker started at 8am and finished at 10pm every day. Some employees didn't finish until midnight.

The workers also claimed they were given no day off for a month. The company asked every employee to apply in writing for overtime to show they were working voluntarily, Laodong Daily said yesterday. But most weren't willing to work overtime, the workers said.

"I was working from 8am to 11pm every day. Because I was living in the factory, I fell asleep after finishing work every night and started to work soon after waking up every morning," said a worker surnamed Liu.

However, the person in charge of the company, surnamed Zhao, told Laodong Daily that overtime was good for the employees, because they could earn more money.

"If the workers don't work overtime, they would only get 960 yuan (US$140.70) every month. But they can get 2,000 to 3,000 yuan with overtime," Zhao said.

According to the Labor Contract Law, employers cannot make staff work more than three hours a day overtime, and overtime cannot exceed 36 hours a month. If employees have to work at weekends, they should be paid double time.

The Labor Inspection Team said it was investigating the situation at the factory.

Meanwhile, complaints about overtime are rising, according to a report released by the Shanghai Labor and Social Security Bureau yesterday.

The bureau's labor security supervision body received 13,717 complaints during the first half of this year, a rise of 32.1 percent compared to the same period last year. Among the total, 2,482 were disputes about working overtime.

During the first half of this year, the Labor Inspection Team investigated 22,683 enterprises. It forced employers to pay a total of 285 million yuan to workers in delayed wages and social insurance.
