Circular on Implementing “The Notice on Adjusting Social Insurance Contribution Rate of Urban Units in Shanghai Municipality ”

According to “The Notice on Adjusting Social Insurance Contribution Rate of Urban Units in Shanghai Municipality ” (Document No.114 (2000), Issued by General Office of Shanghai Municipal People’s Government) and “The Notice on the commencement of Medical Insurance Contribution by the Employers & the Employees” (Document No.77 (2000), Issued by Shanghai Municipal Medical Insurance Administration Bureau), The Circular on the Issues of Adjusting the Pension Contribution Rate Is As Follows,

I.The Pension Contribution Rate for Units in the Shanghai City and Townships shall be adjusted from 25.5% to 22.5% since January 1, 2001, (The Government Organs and Institutions which are covered by free public medical services and those Institutions which are administered in reference to Government Organs not included);

II.Jointly approved by The Ministry of Labour & Social Security and the Ministry of Finance, the Pension Contribution Rate of those Units which have participated in the Pension Pooling in Industrial Sectors and been transferred to the Urban Pension Scheme since September 1, 1998 shall remain unchanged for the transitional period.

III.The Pension Contribution Rate for the non-profit public labour service corporations approved by the Office of the Municipal Reemployment Project Leading Group, and the Institutions of the Army stationed in Shanghai which continue to transfer the retired who are not in the army roll to the administration of Civil Administration Departments according to relevant regulations shall temporarily remain unchanged.

IV.The other Units which made Pension Contribution at the rate lower than 25.5% according to relevant regulations shall make contribution at the uniform rate of 22.5% upon issuing this circular.

V.The Unemployment Insurance Contribution Rate for the above Units shall be adjusted to 2% since January 1st, 2001.

VI.In case of inconsistency with previous relevant regulations, this circular shall prevail.
