To all the Municipal Committees, Offices and Bureaus concerned, The Holding (Group) Corporations, the Group Corporations, the Labour & Social Security Bureaus at district/county level: To further improve the wage macro-control system and moderate the wage levels among enterprises and guide the enterprises to gradually raise the level of the worker's wage on the basis of bettering economic result, the suggestion as the followings, Ⅰ. In light of Shanghai's economic growth in 2002 and the consumer price index and the worker's wage level in 2001,the Guideline for the increasing rate of the Enterprises' Wage in Shanghai Municipality in 2002 is 8%. Ⅱ. Referring to the following guidelines, the enterprise may determine their respective wage increasing rate in accordance with their annual wage level in the previous year and current economic results and the manpower cost, etc. 1. For the enterprises which have achieved a certain extent of increases in tax and net profit per capita, the guidelines for the increasing rate of the enterprises' wage respectively as: 1.1 Where the workers' average wage of the enterprise in 2001 is lower than the 2001' annual average wage of workers in Shanghai Municipality, which is RMB 17,764, the workers' average wage of the enterprise in 2002 may be increased by 9% than that in the previous year. 1.2 Where the workers' average wage of the enterprise in 2001 reaches or exceeds the 2001' annual average wage of workers in Shanghai Municipality, but is below RMB 35,528, which is 200% of that standard, the worker's average wage of the enterprise in 2002 may be increased by 6% than that in the previous year. 1.3 Where the workers' average wage of the enterprise in 2001 reaches or exceeds 200% of 2001' annual average wage of workers in Shanghai Municipality, but is below RMB 53,292 which is 300% of that Standard, the worker's average wage of the enterprise in 2002 may be increased by 3% than that in the previous year. 1.4 Where the workers' average wage of the enterprise in 2001 reaches or exceeds 300% of 2001' annual average wage of workers in Shanghai Municipality, the worker's average wage of the enterprise in 2002 may be increased by 2% than that in the previous year. If the wage's level of the enterprise is really too high, it may make zero increase in wages. 2. For the enterprises that haven't achieved any increase in tax and net profit per capita, the guideline for the increasing rate of the enterprises' wage is 2%. The Labour and Social Security Administrations at all levels, The Holding (group) Corporations and The Group Corporations Should strengthen the guidance on the wage increase rate of the enterprises, in accordance with the requirements in this circular. Referring to each guideline for the wage increase and market price of the labour force, each enterprise may determine its wage's increasing rate rationally. Where conditions permit, the enterprise may do it through collective bargaining.

If the wage's level of the enterprise is really too high, it may make zero increase in wages.
2. For the enterprises that haven't achieved any increase in tax and net profit per capita, the guideline for the increasing rate of the enterprises' wage is 2%.
The Labour and Social Security Administrations at all levels, The Holding (group) Corporations and The Group Corporations Should strengthen the guidance on the wage increase rate of the enterprises, in accordance with the requirements in this circular. Referring to each guideline for the wage increase and market price of the labour force, each enterprise may determine its wage's increasing rate rationally.
